Appointed by Governor Bill Lee, Chloe was tasked under oath to understand the current state of childcare for the state of Tennessee; identify interventions and new solutions with the systemic barriers to access, quality, and affordability; and make recommendations to the State of Tennessee’s General Assembly and Department of Human Services that will lead TN’s childcare strategy into a more equitable future.

Tasked with a seemingly simple question, “How do you improve childcare in Shelby County?” Chloe led the design, implementation, and scaling of NEXT Memphis- Shelby County’s first district-like system for childcare providers. Under her leadership, the program secured $32M in funding for a substantive 3 year pilot; grew from serving 0-35 independent programs; supported thousands of children families with essential items, housing, transportation, freedom from violence, and more through the pandemic and beyond; and built healthy teams starting from 0 and growing to more than 100 employees in less than 2 years.

Chloe served as the principal architect of the strategy First 8 Memphis- which also evolved into a nonprofit. The 5 year $250M strategy developed and operationalized a comprehensive prenatal - 8 years old pathway to success for all children in Shelby County & their families too.

Chloe served as a lead researcher in an international collaboration between the National Institutes of Health and the University of the West Indies, in Trinidad and Tobago. Over the 10 week engagement, she co-led the team through conducting a national needs assessment for services catering to Persons with Disabilities; identified gaps between services claimed versus services and quality thereof rendered; and crafted a comprehensive set of recommendations for the national government to rework its service identification, measurement, and delivery processes.

Pairing genius with opportunity and support led to Memphis’ first kitchen incubator that prepared chefs for more than a career- but entrepreneurship in the local food scene. Chloe led the benchmarking, concept designing, and prototyping phases of this work in her capacity as a Design Researcher early in the career. The best part? This process exclusively supported entrepreneurs with immigrant or refugee status to have pathways to ownership- disrupting the status quo of assuming “stable jobs are enough”.
